The White House\u2019s cuts to federal funding, attacks on civil society and\u00a0dismantling of diversity programs\u00a0have amounted to what the National Council of Nonprofits calls an \u201cexistential crisis.\u201d But funders\u2019 responses have been lacking in the view of many nonprofit executives. Where, some ask, are the sorts of\u00a0emergency funds launched\u00a0when the coronavirus\u00a0pandemic tested nonprofits?<\/p>\n

Most private foundations pay out about 5% of their assets annually, the minimum required by the Internal Revenue Service. Debates rage over\u00a0whether that contribution limit should be increased. Any higher, the philanthropic consensus goes, and foundations would risk shortening their life spans.<\/p>\n

The Marguerite Casey Foundation did significantly increase donations in 2025, taking the rare step of\u00a0dipping into its endowment to give $130 million. That experience confirmed what Carmen Rojas, its president and CEO, believed: Her duty to ensure the foundation\u2019s perpetuity is not at odds with her obligation to adequately bankroll the communities they support.<\/p>\n

\u201cA very practical lesson is that we could give out more money and exist for a long time,\u201d she told The Associated Press.<\/p>\n

Funding examples of governments \u2018for everybody\u2019<\/h4>\n

The Seattle-based foundation, created in 2001 with funds from United Parcel Service founder Jim Casey, has an uncommon model. Invite-only grants cover one quarter of their beneficiaries\u2019 budgets for five years.<\/p>\n

They broadly fund \u201ccommunity-based organizations\u201d that organize to make sure \u201cgovernment works for everybody,\u201d according to Rojas. That includes groups focused on issues of economic well-being such as housing and quality jobs as well as news outlets such as the advocacy journalism nonprofit More Perfect Union and the National Trust for Local News.<\/p>\n

Another portfolio supports city- and state-level experiments aiming to make governments more responsive to local needs. The foundation recently contributed $3 million to New York City Mayor Zohran Mamdani\u2019s private fund for his universal free child care proposal.<\/p>\n

Rojas expects to provide the same unsolicited support for existing grantees and said they will likely identify new recipients as the payout increases. The new annual baseline of $50 million marks a 50% increase over the previous decade\u2019s average, according to the foundation. Public tax filings show annual donations ranged between $23 million and $57 million since 2019.<\/p>\n

It\u2019s part of Rojas\u2019 bid for a more \u201coffensive\u201d approach to philanthropy. She said the charitable sector often takes a \u201cdefensive posture\u201d that focuses on responding to threats. Gifts \u2014 such as their support for NYC\u2019s Mayor\u2019s Fund \u2014 intend to show the public \u201cour government can be delivering more for you.\u201d<\/p>\n

\u201cWe have to be able to deliver for people, in meaningful ways, the things that they need to live a good life,\u201d Rojas said.<\/p>\n

A push to give more than legally required<\/h4>\n

Foundation leaders are also making a rhetorical point.<\/p>\n

Many charities decline to donate more than the 5% minimum required by law, treating it as a ceiling rather than a floor. Trustees, acting on obligations to ensure the foundation exists forever to support its charitable purpose, avoid drawing from their endowments.<\/p>\n

Activist\u00a0Abigail Disney\u00a0and other philanthropists have lobbied recently to increase the legally required minimum by a percentage point or so. Foundations, they argue, aren\u2019t merely financial institutions. They are tax-exempt social welfare groups with duties to their missions \u2014 which some say aren\u2019t served by existing philanthropic practices.<\/p>\n

The Marguerite Casey Foundation wants to be a case study. Its endowment started around $870 million last year, according to Daniel Gould, its vice president of investments and operations. Within a year, he said, they\u2019d made back the endowment funds spent on last year\u2019s grantmaking push. As of April 2026, he said, the endowment size stood at about $825 million.<\/p>\n

In years with strong financial markets \u2014 defined by Gould as at least 10% investment returns, the historical average for the U.S. stock market \u2014 they will give even more.<\/p>\n

\u201cEndowments are resilient,\u201d Gould said. \u201cThat resilience should be translated into increased grantmaking.\u201d<\/p>\n

They\u2019ve achieved that resilience while simultaneously adjusting their investment strategy. Over half the endowment is managed by members of underrepresented racial groups, according to Gould. They\u2019ve also divested from private prisons, predatory lenders, weapons manufacturers, data center developers and other companies they believe harm the communities served by their nonprofit grantees.<\/p>\n

Philanthropies should use the full weight of their resources to advance their missions, according to Rojas.<\/p>\n

\u201cIf it is our job to be charitable organizations, then we should act charitably, right?\u201d she said, adding that \u201ceither we are charitable organizations, or we are investment firms that do 5% charity work.\u201d<\/p>\n

Nonprofits report difficulties despite some emergency funds<\/h4>\n

The Robert Wood Johnson Foundation also offered rapid response grants last year as the Trump administration reduced federal research funding. In North Carolina, the Kate B. Reynolds Charitable Trust granted about $10 million more than usual.<\/p>\n

The MacArthur Foundation pledged in 2025 to\u00a0increase its giving for two years, similarly citing the \u201ccrisis\u201d created by the Trump administration\u2019s policies. President John Palfrey said last year\u2019s cuts are having their worst effects now. The foundation plans to continue with its higher rate of spending \u2014 which fell around 7% last year, or $190 million more than anticipated.<\/p>\n

Still, a February survey of 380 nonprofits found that most respondents consider it harder to secure foundation grants. The\u00a0Trump administration\u2019s discontinuation of federal grant programs\u00a0has left nonprofits scrambling for more money from a smaller funding pool. At the same time, many nonprofits are seeing heightened demand for their services after sweeping changes to Medicaid and food assistance programs.<\/p>\n

Some funders are moving more cautiously after the White House\u2019s\u00a0crackdown on \u201cleft-wing terrorism,\u201d\u00a0threats to\u00a0revoke universities\u2019 tax-exempt status\u00a0and desire to\u00a0install staff at a criminal justice nonprofit\u00a0that received funds appropriated by Congress.<\/p>\n

It\u2019s not hyperbolic to say nonprofits are \u201cunder attack,\u201d according to Center for Effective Philanthropy President Phil Buchanan, whose group led the \u201cState of Nonprofits 2026\u201d report. Increased spending is \u201cperfectly reasonable\u201d at a time of great need, he said, emphasizing that the resources exist. U.S. foundation assets have more than doubled over the last quarter century after adjusting for inflation, according to the Federal Reserve Bank of St. Louis.<\/p>\n

\u201cYou can\u2019t step up for everybody,\u201d Buchanan said. \u201cBut figure out who you can step up for.\u201d<\/p>\n

Palfrey sees recent federal actions as attacks on \u201cthe freedom to give.\u201d He cites the Department of Justice\u00a0indictment against the Southern Poverty Law Center, a civil rights nonprofit whose\u00a0work tracking extremist groups\u00a0has prompted a Republican-led congressional inquiry into allegations of fraud. Major investment firms dropped SPLC from their lists of nonprofits that receive donations from charitable accounts.<\/p>\n

The precedent could financially ruin \u201cgood\u201d nonprofits with the \u201cmere whiff of an investigation,\u201d according to Palfrey.<\/p>\n

\u201cThese are powerful and negative chilling effects on the charitable nonprofit sector,\u201d the MacArthur Foundation president told AP in May. \u201cAnd they are ones that we ought to resist with every fiber of our being.\u201d<\/p>\n
