The divisive\u00a0proposal, which is supported by the\u00a0right-wing Swiss People\u2019s Party (SVP),\u00a0has been pitched as a \u201csustainability initiative\u201d aimed at limiting population growth and stemming immigration.\u00a0\u00a0<\/p>\n

However, for companies based in the country, the proposed\u00a0cap at\u00a010\u00a0million\u00a0people\u00a0could significantly limit access to\u00a0international\u00a0talent and damage\u00a0economic\u00a0growth\u00a0in a country that has the fourth-highest GDP per capita\u00a0in the world.\u00a0<\/p>\n

Switzerland\u2019s democratic system allows citizens to propose changes to the constitution through a popular initiative. If these initiatives receive 100,000 signatures from the Swiss electorate within\u00a018 months, the proposal will be put to a referendum.\u00a0<\/p>\n

While most constitutional changes proposed through this form of direct democracy have been unsuccessful, the\u00a0referendum on\u00a0limiting the\u00a0Swiss\u00a0population is expected to be close.\u00a0<\/p>\n

Among eligible voters who intended to\u00a0participate\u00a0in the referendum, 45% would\u00a0definitely or\u00a0probably vote in\u00a0favor\u00a0of the initiative, according to polling from Swiss research company\u00a0Gfs.bern, while 52% would\u00a0definitely or\u00a0probably vote against. A further 3%\u00a0remain\u00a0undecided.\u00a0<\/p>\n

If successful, the government would\u00a0be required\u00a0to introduce measures to prevent the Swiss population from exceeding 10 million before 2050\u2014Switzerland currently has a\u00a0population of 9.1 million.\u00a0This could include\u00a0tightening rules on asylum and family reunification,\u00a0once the\u00a0number of\u00a0permanent residents\u00a0reached 9.5 million,\u00a0and\u00a0terminating\u00a0Switzerland\u2019s\u00a0agreement with the EU on the free movement of\u00a0people,\u00a0if the 10 million threshold is exceeded.\u00a0\u00a0<\/p>\n

Although Switzerland voted on a similar initiative in 2014,\u00a0Martina Mousson, senior project manager at\u00a0Gfs.bern,\u00a0says: \u201cThis is the first time\u00a0a fixed population size is being defined for a country. Until now, the focus has always been on percentages rather than absolute figures.\u201d\u00a0<\/p>\n

The Swiss business federation,\u00a0Economiesuisse\u2014which counts\u00a0pharmaceutical firm\u00a0Roche,\u00a0mining company\u00a0Glencore, and the Swiss divisions of\u00a0Google, Amazon Web Services,\u00a0and Accenture among its members\u2014has\u00a0also\u00a0been vocal in its opposition\u00a0to the proposed population limit.\u00a0<\/p>\n

Economiesuisse\u00a0chief economist, Rudolf Minsch, says: \u201cSwitzerland relies heavily on highly qualified foreign workers. Major restrictions on immigration would weaken innovation, growth,\u00a0and competitiveness, while making it harder for companies to attract international talent.\u201d\u00a0<\/p>\n

EU citizens have held the right to\u00a0reside\u00a0and work in Switzerland since an agreement on the free movement of people was reached\u00a0in 2002. Since then,\u00a0Switzerland\u2019s\u00a0population has grown\u00a0by almost 2 million\u00a0people, while its\u00a0GDP has increased from $314 billion to\u00a0more than\u00a0$1 trillion, according to the\u00a0International Monetary Fund.\u00a0\u00a0<\/p>\n

Reto F\u00f6llmi, professor of international economics at the University of St.\u00a0Gallen, says that immigration has been key to the country\u2019s economic growth over this period.\u00a0\u201cImmigration has allowed many young and\u00a0well-educated\u00a0people to come to Switzerland and has allowed the pharmaceutical, chemical,\u00a0and IT industries to grow and hire specialized talent,\u201d he says.\u00a0<\/p>\n

Roche, which employs 15,500 people in Switzerland and over 100,000 globally, says it is \u201chighly concerned\u201d about the 10 million initiative and claims that the free movement of people is \u201cof central importance\u201d to the pharmaceutical industry.\u00a0<\/p>\n

J\u00fcrg Erismann, site\u00a0manager\u00a0at Roche Basel,\u00a0says: \u201cOur industry is particularly research-intensive and has\u00a0a very high\u00a0proportion of highly qualified employees, which the small Swiss market cannot cover on its own. Restricting this access would directly\u00a0impact\u00a0our ability to innovate.\u201d\u00a0<\/p>\n

In many ways,\u00a0F\u00f6llmi\u00a0argues, the immigration system has been a \u201cvictim of its own success.\u201d\u00a0The open-border policy has allowed\u00a0organizations\u00a0to recruit skilled\u00a0talent\u00a0from\u00a0neighboring\u00a0European countries,\u00a0and many sectors now rely on foreign workers.\u00a0Approximately 30% of the Swiss population was born abroad.\u00a0<\/p>\n

Proponents of the cap claim that population growth is putting too much pressure on the country\u2019s infrastructure, including\u00a0housing, transport, schools,\u00a0and hospitals.\u00a0Those in favor\u00a0have also argued that\u00a0the limit would help\u00a0protect natural resources and living conditions,\u00a0Mousson adds.\u00a0<\/p>\n

While the Swiss food and drink multinational\u00a0Nestl\u00e9\u00a0acknowledges that\u00a0it\u2019s\u00a0important to take concerns\u00a0about\u00a0the societal and infrastructural impacts of migration seriously, it warns that limiting the population risks weakening Switzerland\u2019s status as a business hub. Switzerland has the\u00a0highest number of Fortune Global 500 companies per capita\u00a0in the world.\u00a0<\/p>\n

Christoph Meier,\u00a0its global\u00a0head of\u00a0external\u00a0communications,\u00a0says:\u00a0\u201cNestl\u00e9 considers the free movement of people to be central to the competitiveness and innovative strength of the Swiss economy.\u00a0Limiting the population and restricting access to skilled workers would be critical, as this could weaken Switzerland as a business location.\u201d\u00a0<\/p>\n

The referendum\u2014which has been likened to the Brexit vote in the U.K.\u2014puts Switzerland at the forefront of the immigration debate that is dominating much of European politics. Political parties including National Rally in France, Alternative for Germany,\u00a0and Reform in the U.K. have risen in popularity off the back of their anti-immigration policies and promise of stricter border enforcement.\u00a0\u00a0<\/p>\n

However, like many European nations, Switzerland is also facing the challenge of an aging population.\u00a0The Alpine nation now has\u00a030.2 old-age dependents per 100 working-age people\u2014the highest ratio since records began.\u00a0F\u00f6llmi\u00a0says: \u201cWe are getting older,\u00a0and this stream of young immigrants and workers\u00a0has\u00a0helped to smooth out\u00a0the\u00a0demographic challenges we face.\u201d\u00a0<\/p>\n

Swiss employers\u2019 association\u00a0Die\u00a0Arbeitgeber, which represents over 100,000 small, medium-size,\u00a0and large enterprises that collectively employ around 2 million people, has also warned that putting a halt on immigration would \u201ccreate substantial economic risks and weaken Switzerland\u2019s long-term prosperity.\u201d\u00a0<\/p>\n

If the Swiss electorate does vote in favor of a population cap,\u00a0F\u00f6llmi\u00a0is eager to stress that no change would happen\u00a0immediately. Stefan Heini, head of communications at Die\u00a0Arbeitgeber, adds: \u201cA\u00a0rigid ceiling of\u00a010 million residents\u00a0ignores Switzerland\u2019s demographic realities and would jeopardize key agreements with the EU, which are essential for the country\u2019s economic success.\u201d\u00a0<\/p>\n
