The importance of enhancing operational resilience across the Gulf has\u00a0taken on new urgency\u00a0since the outbreak of the U.S.-Iran war on February 28.\u00a0<\/p>\n

In the UAE alone,\u00a0\u00a0from\u00a0roughly 200,000\u00a0to as many as 700,000 as geopolitical tensions flared over recent months.\u00a0Last week, the\u202fUAE\u2019s financial sector was\u00a0targeted by a wave of\u00a0sophisticated cyberattacks.\u00a0<\/p>\n

While they were successfully thwarted, the country\u2019s Cyber Security Council noted that cybercriminals are increasingly using AI to develop more advanced techniques.\u00a0<\/p>\n

A report published last month by Help AG, the cybersecurity arm of UAE telecoms operator e&, highlighted how\u00a0, enabling attackers to accelerate reconnaissance and adapt techniques in real time.\u00a0\u00a0\u00a0<\/p>\n

As a result, attack lifecycles are compressing. In the first quarter of 2026, Help AG observed how the use of AI has allowed bad actors to complete attacks 65% faster than before, with some causing damage less than 40 hours after first gaining access.\u00a0<\/p>\n

\u201cThe signal across global research is consistent: attackers are compressing the attack lifecycle,\u201d the report authors noted. \u201cThe Middle East reflects the same pattern\u2014but under higher exposure intensity.\u201d\u00a0\u00a0\u00a0<\/p>\n

The\u00a0rapid digital transformation taking place across the region has increased its exposure to cyberattacks, often leading to more severe economic consequences.\u00a0<\/p>\n

According to a\u00a0recent IBM report, the average cost of a data breach in the Middle East stood at $7.29 million in 2025\u2014significantly above the global average of $4.44 million.\u00a0\u00a0<\/p>\n

Information security spending across MENA is\u00a0expected to reach $4.07 billion in 2026,\u00a0up\u00a010.1% from 2025, according to Gartner.\u00a0\u00a0<\/p>\n

In the GCC, sectors such as financial services, energy,\u00a0logistics, and government are increasingly\u00a0operating\u00a0within automated, highly interconnected digital ecosystems, making them particularly vulnerable to attacks.\u00a0\u00a0<\/p>\n

This vulnerability is accelerating a shift from traditional, reactive security models to continuous, adaptive systems that support broader national security\u00a0objectives.\u00a0<\/p>\n

\u201cOrganizations today need security that is continuously adaptive, locally aligned and designed to protect critical infrastructure and citizen data in an AI-driven environment,\u201d said Abdulla Ebrahim Al Ahmed, chief government\u00a0relations\u00a0officer at e& UAE.\u00a0\u00a0<\/p>\n

Across the UAE and Saudi Arabia, cybersecurity is increasingly being built into infrastructure planning, with sovereign cloud and locally governed systems becoming core design priorities. Sovereign cloud is a\u00a0specialized cloud computing environment designed to ensure an organization\u2019s data, metadata, and infrastructure remain entirely within a specific legal\u00a0jurisdiction.\u00a0<\/p>\n

Meanwhile, AI has\u00a0emerged\u00a0as a transformative force in cybersecurity, reshaping both offensive tactics and defensive capabilities.\u00a0<\/p>\n

While bad actors are increasingly deploying AI to scale and automate their operations, organizations are also\u00a0leveraging\u00a0the technology to improve threat detection and accelerate response times.\u00a0<\/p>\n

\u201cAcross the GCC, AI and sovereignty are already reshaping how digital infrastructure is designed, secured, and governed,\u201d said Aleksandar Valjarevic, acting CEO of Help AG.\u00a0\u00a0<\/p>\n

\u201cThe findings of this year\u2019s report show that cybersecurity must now\u00a0operate\u00a0continuously, at machine speed, and in direct alignment with national resilience priorities. For organizations, the focus is shifting from adding more tools to building adaptive,\u00a0measurable\u00a0and locally aligned security capabilities that can withstand sustained pressure.\u201d\u00a0<\/p>\n

The report also noted that collaborative security models are becoming more common across the GCC, particularly in government and critical infrastructure sectors.\u00a0\u00a0<\/p>\n

Cybersecurity spending across the GCC is\u00a0projected to surpass $9.6 billion\u00a0by 2032 in response to the increased threat, up from $5.9 billion in 2025, according to business consulting firm P&S Intelligence.\u00a0\u00a0<\/p>\n

For a region that has set its sights on becoming a global AI hub, the U.S.-Iran war has exposed the geopolitical vulnerability of the Gulf\u2019s digital infrastructure.\u00a0\u00a0<\/p>\n

In early March, two\u202fAmazon Web Services (AWS)\u202fdata\u00a0centers\u202fin the UAE were directly struck by drones,\u00a0while one of its\u00a0centers\u00a0in Bahrain was damaged by a nearby drone strike.\u00a0<\/p>\n

The attacks forced all three\u00a0centers\u00a0offline and triggered outages across banking, payments, delivery apps, and enterprise software throughout the region.\u202fAWS was forced to transfer computing workloads to other regions and said that it expected the recovery to be \u201cprolonged,\u00a0given the nature of the physical damage involved.\u201d\u00a0\u00a0<\/p>\n

The strikes were significant for\u00a0marking the first time\u00a0that military attacks\u00a0had directly targeted and disrupted the data\u00a0center\u00a0operations of a major U.S. tech company. AWS\u2019 services in Bahrain have since been\u00a0targeted in further drone strikes\u00a0and sustained damage as a result.\u00a0\u00a0<\/p>\n

Sam Winter-Levy, technology and international affairs fellow at the Carnegie Endowment for International Peace think tank, has\u00a0warned that physical attacks\u00a0on data\u00a0centers\u00a0\u201care only going to become more common moving forward as AI becomes more and more significant.\u201d\u00a0\u00a0<\/p>\n

Major U.S. technology companies, including Microsoft, Google and Oracle,\u00a0operate\u00a0extensive cloud infrastructure across the Gulf. Given Iran\u2019s\u00a0repeated threats against these\u00a0facilities, data\u00a0centers\u00a0are widely regarded as potential targets\u00a0in the event of\u00a0escalating regional tensions.\u00a0<\/p>\n

This may lead GCC governments to expand their own data\u00a0center\u00a0development plans across multiple sites, instead of relying on a handful of hyperscale campuses, as well as building greater redundancy into networks.\u00a0\u00a0\u00a0<\/p>\n

Meanwhile,\u00a0rising security spending and insurance premiums\u00a0will\u00a0likely translate\u00a0into\u00a0increased costs of building and\u00a0operating\u00a0such facilities across the region.\u00a0<\/p>\n

\u201cGiven the central role of digital infrastructure in national development strategies across the region, the current situation in the Middle East further underscores the need to develop insurance frameworks that account for potential regional instability,\u201d said\u00a0Elizabeth Heyes, junior technology fellow at the Observer Research Foundation Middle East,\u00a0in a report published last month.\u00a0\u00a0<\/p>\n

\u201cWhat makes these risks more challenging is not just their scale, but their interconnected nature: disruptions rarely\u00a0remain\u00a0contained, instead cascading across supply chains, financial systems, and physical infrastructure. This raises the question of who\u00a0ultimately bears\u00a0the cost, and whether existing systems that insure against disruption are equipped to absorb it.\u201d\u00a0\u00a0<\/p>\n

The Gulf has made\u00a0significant progress\u00a0in fortifying its cyber resilience\u00a0and\u00a0digital infrastructure,\u00a0but\u00a0many argue that its\u00a0insurance frameworks have not kept pace with the growing systemic risks posed by today\u2019s\u00a0cybercriminals.\u00a0\u00a0<\/p>\n

While cyber insurance is growing in the UAE and Saudi Arabia, penetration\u00a0remains\u00a0low compared with more mature markets such as the US and UK. Many businesses, particularly smaller firms, remain underinsured.\u00a0\u00a0<\/p>\n

Furthermore, many cyber policies exclude or limit coverage for acts of war, state-sponsored cyberattacks or widespread infrastructure failures. These exclusions have become more prominent as geopolitical tensions have increased and\u00a0now need to be addressed.\u00a0\u00a0<\/p>\n
