But for Bahrain, the smallest of the GCC states,\u00a0its strengths come not from its size but from its strategic positioning, according to the head of the government agency tasked with bringing investment into\u00a0the kingdom.\u00a0<\/p>\n

\u201cThe good thing about being a small country is that we have no ego, so we\u2019re not trying to compete with the big players,\u201d\u00a0H.E. Noor bint Ali Alkhulaif, the CEO of Bahrain\u2019s Economic Development Board (EDB), tells Fortune<\/em>.<\/p>\n

\u201cWe know what our advantages are and where we can play better, and that\u2019s what we double down on.\u201d<\/p>\n

Rather than\u00a0attempting\u00a0to compete head-on with its larger neighbors\u00a0in signing multibillion-dollar deals, the small island kingdom is carving out a distinctive strategy\u00a0centered\u00a0on agility,\u00a0advanced\u00a0regulation, skilled talent, and niche specialisms to position itself as a complementary investment destination.\u00a0<\/p>\n

The\u00a0: financial services, manufacturing,\u00a0logistics, tourism, and information communications technology.<\/p>\n

\u201cWithin each sector, we identify subsectors where we see the strongest potential, and\u00a0revisit them regularly, refining our priorities in line with changing market conditions,\u201d says H.E. Noor, who also serves as Bahrain\u2019s Minister of Sustainable Development.<\/p>\n

Bahrain\u2019s financial services\u00a0industry\u00a0overtook oil as the largest contributor to real GDP in Q3 2025 and accounted for 17.6% of GDP in 2025.\u00a0<\/p>\n

Within the sector, Bahrain\u2019s EDB is\u00a0now\u00a0focused\u00a0on\u00a0expanding\u00a0wealth and asset management and\u00a0attracting family offices,\u00a0particularly\u00a0from key financial centres in Europe and Asia and markets where Bahrain maintains well-established bilateral relationships.<\/p>\n

The Board\u00a0attended the Milken Institute\u2019s\u00a0annual conference in Los Angeles in May where it courted various\u00a0high-net-worth individuals.\u00a0<\/p>\n

\u201cDubai can be a saturated market at times, and Bahrain offers a good alternative for many of those companies.\u201d\u00a0<\/p>\n

Over the past year, Bahrain has accelerated reforms to its trust laws, residency programs, and regulatory environment after studying successful international wealth hubs including Jersey, Guernsey,\u00a0Switzerland,\u00a0and Singapore.<\/p>\n

Having pioneered the Gulf\u2019s banking sector more than a century ago\u00a0with the opening of Standard Chartered (then the Eastern Bank) in 1920,\u00a0the kingdom\u00a0remains\u00a0one of the GCC\u2019s most progressive financial regulators.<\/p>\n

It led the way with the\u00a0launch of the region\u2019s first regulatory sandbox for fintech firms in June 2017, and has been an early adopter of open banking, crypto regulation,\u00a0and stablecoin legislation.<\/p>\n

\u201cWe know that for a lot of\u00a0global\u00a0banks, they would want or\u00a0need\u00a0to have their headquarters\u00a0located\u00a0either in the UAE or in Saudi,\u201d H.E. Noor says.<\/p>\n

\u201cSo\u00a0our pitch to them is we\u2019ve got a really well-developed fintech sector,\u00a0so if you\u2019re looking to start your digital bank or bring in some of those services, we\u2019ve got the right environment,\u00a0and we\u00a0have regulations that you\u2019re not going to find in the rest of the GCC.\u201d<\/p>\n

Amazon Web Services\u00a0(AWS)\u00a0has become an anchor of Bahrain\u2019s digital transformation. The tech company operates two Cloud Innovation Centres in Bahrain and is the only country outside the U.S. to host more than one. Cloud Innovation Centers (CICs) are collaborative hubs where institutions work with AWS experts to solve real-world problems.<\/p>\n

It\u2019s also supported local workforce development through AI training and digital upskilling initiatives aligned with the kingdom\u2019s national priorities.<\/p>\n

\u201cWe\u2019re having a lot of discussions with\u00a0AWS, looking at how to grow\u00a0their\u00a0AI footprint in the country and how that can also be used to\u00a0service the wider region,\u201d says H.E. Noor.<\/p>\n

\u201cAlready there is strong organic growth in that sector. AWS\u00a0has told us that, among the services they offer in the region, the greatest interest in AI and the largest AI applications\u00a0come from Bahraini institutions.\u201d\u00a0<\/p>\n

In 2018, Bahrain became the\u00a0first\u00a0country to implement a \u201cData Embassy\u201d law\u00a0that allows foreign institutions to store their data under the\u00a0jurisdiction\u00a0of their home countries while it is hosted by data\u00a0centers\u00a0in Bahrain.\u00a0<\/p>\n

This means, for example, that a U.S. company\u2019s data can only be accessed by other parties through a U.S. court order.\u00a0It\u00a0remains\u00a0the only country to have such a law.\u00a0<\/p>\n

Meanwhile, in February last year, Bahraini tech group Beyon\u00a0signed an agreement with Oracle\u00a0to\u00a0provide it with access to Oracle Cloud Infrastructure\u2019s (OCI) Dedicated Region offering.<\/p>\n

By using\u00a0Beyon\u2019s\u00a0local\u00a0data\u00a0center\u00a0infrastructure, its customers will be able to\u00a0access\u00a0Oracle\u2019s\u00a0cloud services without any data leaving the country and\u00a0maintaining\u00a0data\u00a0sovereignty.<\/p>\n

\u201cTechnology is a big focus area, and the U.S. overall is a strategic market for us,\u201d said H.E. Noor\u00a0who acknowledged that events\u00a0in the region over the last few months\u00a0have shifted the conversation from digital sovereignty to digital resilience.\u00a0<\/p>\n

In early March, two Amazon Web Services (AWS) data\u00a0centers\u00a0in the UAE were\u00a0directly hit by drones, while another facility in Bahrain sustained damage from a nearby drone strike.<\/p>\n

The attacks knocked all three data\u00a0centers\u00a0offline, disrupting banking services, payment systems, delivery platforms, and enterprise software across the region. AWS shifted computing workloads to other regions and warned that\u00a0recovery was expected to be \u201cprolonged\u201d\u00a0because of the extent of the physical damage.<\/p>\n

The EDB says that despite the Iran war, investor sentiment towards Bahrain\u00a0remains\u00a0relatively buoyant.\u00a0<\/p>\n

\u201cThe investors we had already lined up to work with or were already in the pipeline carried on with their investments.\u00a0We\u2019ve\u00a0not seen much disruption overall,\u201d adds H.E. Noor.<\/p>\n

However, she acknowledges that both tourism and the manufacturing sector have seen an impact.<\/p>\n

\u201cThat\u2019s mostly to do with the\u00a0logistics\u00a0sector and\u00a0that\u2019s\u00a0the area that we need to work on. So,\u00a0it\u2019s\u00a0a case of rethinking which shipping routes manufacturing companies would use. We also need to recalibrate the tourism sector.\u201d\u00a0<\/p>\n

Manufacturing\u00a0has served as\u00a0a\u00a0cornerstone of Bahrain\u00a0EDB\u2019s\u00a0strategy, drawing particular interest from U.S. investors.<\/p>\n

Bahrain\u2019s high-quality industrial infrastructure, such as the Bahrain International Investment Park and the Bahrain Investment Wharf, is already home to Mondel\u0113z, chemicals company BASF, dairy multinational Arla, and the consumer goods business Reckitt.<\/p>\n

Upcoming Industrial Zones include the U.S.\u00a0Trade Zone (USTZ) and the Aluminum Downstream Cluster.\u00a0<\/p>\n

The USTZ will become a hub for manufacturing and\u00a0logistics\u00a0activities and will offer U.S.\u00a0businesses advantages,\u00a0including exemptions from customs\u00a0duties for imported raw materials, manufacturing, spare\u00a0parts\u00a0and construction machinery.<\/p>\n

\u201cOur legacy aluminum smelter and the aluminum downstream sector are big industries for us,\u201d says H.E. Noor.\u00a0<\/p>\n

\u201cBut\u00a0we\u2019re\u00a0now also looking at advanced manufacturing, fast-moving consumer goods, as well as trying to improve food security.<\/p>\n

\u201cWe want to position ourselves as a service\u00a0center\u00a0to the region. A lot of development is happening in Saudi, and\u00a0there\u2019s\u00a0a lot of materials that need\u00a0to be produced\u00a0and\u00a0shipped to\u00a0that market.\u00a0So\u00a0we try and encourage the companies\u00a0serving that market to come closer to the consumer.\u201d<\/p>\n

The EDB is also looking to capitalize on the\u00a0recently secured U.K.-GCC free trade agreement (FTA).<\/p>\n

The long-delayed\u00a0FTA\u00a0was signed in May after four years of negotiations and establishes a framework that will boost bilateral trade. The UK\u2019s total trade with the GCC is currently \u00a353 billion ($71 billion) and could increase by 19.8% annually as a result of the agreement.<\/p>\n

\u201cI think everyone couldn\u2019t quite believe it when it actually happened,\u201d said H.E. Noor, who sees opportunities for additional cooperation across the aluminum sector, manufacturing more broadly, as well as the energy, life sciences, and healthcare sectors.<\/p>\n

\u201cWe\u2019ve\u00a0discussed Bahrain\u2019s energy capacity as a potential advantage for UK companies,\u201d she adds.<\/p>\n

\u201cIn life sciences and healthcare,\u00a0we\u2019ve\u00a0begun discussions with companies on partnerships that would enable UK firms to\u00a0establish\u00a0operations, conduct trials and testing, support startups and scale-ups, and leverage technology to expand their presence.\u00a0So,\u00a0you will hopefully see\u00a0a very clear\u00a0plan starting to\u00a0emerge\u00a0once it is officially signed, but the work is starting now to make sure that\u00a0we\u2019re\u00a0ready for it.\u201d<\/p>\n

With the Gulf\u2019s glitzy real estate ventures and multi-billion-dollar giga-projects often dominating the headlines, it is easy to overlook how far Bahrain has come in its own diversification journey. Today, approximately 85% of the kingdom\u2019s GDP derives from the non-oil economy.\u00a0\u00a0<\/p>\n

While the EDB\u00a0remains\u00a0committed to Vision 2030, the Board has\u00a0begun\u00a0discussing\u00a0what Vision 2050 would entail.\u00a0<\/p>\n

\u201cOne of the targets that we need to aim for is to grow the value of the economy rather than just say \u2018diversify, diversify, diversify\u2019,\u201d says H.E. Noor.\u00a0<\/p>\n

\u201cWe always compare ourselves to Singapore because\u00a0we\u2019re\u00a0roughly the\u00a0same size as Singapore in landmass, but their GDP is 10 times larger than Bahrain\u2019s, although their population is only four times bigger in size. So,\u00a0it\u2019s\u00a0a question of finding productivity gains\u00a0and increased value creation.\u201d\u00a0<\/p>\n

<\/div>\n

While the EDB already has growth targets in mind, H.E. Noor declines\u00a0to share them: \u201cI don\u2019t want to burst any bubbles, but they\u2019re ambitious.\u201d<\/p>\n

Five years from now,\u00a0Alkhulaif\u00a0says success would be measured by\u00a0continued economic growth,\u00a0steadily rising\u00a0GDP\u00a0and a globally recognized national brand.<\/p>\n

Too often,\u00a0Alkhulaif\u00a0argues, overseas investors view the Gulf Cooperation Council as a single, homogeneous market.<\/p>\n

\u201cWe want people to immediately recognize what Bahrain offers investors,\u201d she says.<\/p>\n
