A tax that doesn\u2019t care where you live now<\/h2>\n

Proposition 40\u2019s mechanics are unforgiving. The measure uses a hard, all-or-nothing residency snapshot: anyone who lived in California on January 1, 2026 owes the tax, full stop, with no proration for leaving mid-year. Net worth is then valued as of December 31, 2026\u2014meaning even James\u2019s move to Philadelphia this summer wouldn\u2019t retroactively undo his California residency status on the trigger date.<\/p>\n

That provision has already drawn a constitutional challenge. Rep. According to a Capital & Main investigation published this week, California\u2019s top 15 billionaires have poured more than $336 million into 2026 federal and state elections, with just four individuals\u2014Sergey Brin, Marc Andreessen, Ben Horowitz, and Chris Larsen\u2014accounting for $331 million of that total. That spending represents, in the words of the report, an \u201cexponentially different level\u201d of billionaire political engagement than the state has previously seen.<\/p>\n

Despite the high-profile departures, California pulled in roughly $335 billion in venture capital this year\u2014about 10 times more than any other state, with nearly 90% of that flowing into AI companies.
