It\u2019s a level administration officials believe would not endanger\u00a0the one-year trade truce\u00a0between Washington and Beijing or a planned White House meeting between Trump and Chinese President\u00a0Xi Jinping\u00a0expected to take place\u00a0in late September.<\/p>\n<p>Read more <a href=\"https:\/\/crosscountrymovingteams.com\/?p=5951\">Bosses are convinced Gen Z fakes Wi-Fi outages and sick days to sneak off in summer\u2014but 1 in 2 senior managers are guilty of the same thing<\/a><\/p>\n<p>The move, if finalized, appears to be a calibrated effort by the White House to work around a\u00a0Supreme Court decision earlier this year\u00a0that struck down Trump\u2019s plan to implement a sweeping, high-tariff scheme not seen since the 1930s.<\/p>\n<div>\n<div>\n<div><\/div>\n<\/div>\n<\/div>\n<p>After that decision, the Trump administration announced in March it was launching formal investigations\u00a0targeting excess industrial capacity\u00a0and forced-labor regulations in China and other nations.<\/p>\n<p>It isn\u2019t clear if the U.S. administration is also nearing its decision in its probes of the other economies that it announced it was investigating for unfair trade practices, including the European Union, Singapore, Switzerland, Norway, Indonesia, Malaysia, Cambodia, Thailand, South Korea, Vietnam, Taiwan, Bangladesh, Mexico, Japan and India.<\/p>\n<p>The White House and the U.S. Trade Representative\u2019s office did not respond to requests for comment on the tariff deliberations, which Bloomberg News reported earlier Monday. The Chinese embassy in Washington also did not immediately respond to a request for comment.<\/p>\n<div>\n<div><\/div>\n<\/div>\n<p>The excess industrial capacity probe of China was initiated under Section 301 of the Trade Act of 1974, which allows the president to levy tariffs against nations that discriminate against U.S. companies or commerce.<\/p>\n<h4>The new tariff would come on top of existing tariffs on China<\/h4>\n<p>The people familiar with the deliberations stressed that Trump could still change his mind on the new tariff on China.<\/p>\n<div>\n<div>\n<div><\/div>\n<\/div>\n<\/div>\n<p>It would come on top\u00a0of tariffs of 10% to 12.5%\u00a0announced last month for 60 economies around the globe that the Trump administration accused of failing to effectively enforce a ban on goods produced with forced labor.<\/p>\n<div>\n<div><\/div>\n<\/div>\n<p>Many countries, including China, protested that move, which took effect just as the clock ran out on temporary tariffs Trump had turned to after the Supreme Court in February\u00a0struck down sweeping \u201creciprocal\u201d tariffshe levied on nearly every U.S. trade partner.<\/p>\n<p>Read more <a href=\"https:\/\/crosscountrymovingteams.com\/?p=5949\">What Anthropic\u2019s Dario Amodei can learn from the airline industry\u2019s painful lesson about marketing and the concept of safety<\/a><\/p>\n<div>\n<div><\/div>\n<\/div>\n<p>China last month pushed back against claims of overcapacity, anticipating that the U.S. would soon release results of its probe and impose new tariffs.<\/p>\n<p>Massive capacity in a slew of Chinese industries, from autos to solar panels, cement and steel manufacturing, has drawn increased attention from Beijing\u2019s trading partners in recent years.<\/p>\n<div>\n<div><\/div>\n<\/div>\n<p>Although China\u2019s own leaders have prioritized rebalancing the economy, slowing domestic demand has prompted companies to expand into overseas markets. Surging exports pushed China\u2019s trade surplus to a record of nearly\u00a0$1.2 trillion\u00a0last year.<\/p>\n<div>\n<div>\n<div><\/div>\n<\/div>\n<\/div>\n<p>China has never sought a large trade surplus, the Ministry of Commerce said in a recently published report titled \u201cChina\u2019s Position on the So-called Excess Capacity Issue.\u201d<\/p>\n<p>The deliberations come as the Treasury Department on Monday\u00a0warned countries doing trade with Iran\u00a0that new secondary sanctions are in the pipeline aimed at ostracizing nations that continue to do business with Tehran.
